What actually reduces file size
File size depends on pixel dimensions, visual complexity, format, and encoding quality. Reducing oversized dimensions is often the most predictable way to reach a strict upload limit.

Why a target is approximate
Browser codecs do not expose every encoder setting, and detailed images may not reach a tiny byte target without visible loss. OpenFileTools uses bounded attempts and reports the actual result instead of claiming an exact size.
