VGM belongs before vessel loading.
For packed containers subject to SOLAS VGM, the shipper must provide verified gross mass sufficiently in advance for the stow plan. Trade Studio tracks the checkpoint; it does not perform or certify the weighing.
The gap between documentation and cash collection is shipment execution. This local milestone workspace records who owns each handoff and what actually happened without claiming access to a carrier, customs or port system.
